<p class="wp-block-paragraph">E-waste from the AI boom has been vastly underestimated, a new <a href="https://wiki.ban.org/images/1/16/AI_Waste_Wave_Part_1.pdf">report</a> warns. By 2050, it could become enough trash to fill 23 million shipping containers — roughly enough 40-foot containers to circle the world six times if lined up in a row.&nbsp;</p>

<p class="wp-block-paragraph">It’s a significantly higher estimate of AI’s e-waste than previous studies have found because the authors of the new report factor in all the infrastructure needed to support servers in data centers. The broader scope provides a clearer picture of junk AI leaves behind, according to the nonprofit <a href="https://www.ban.org/">Basel Action Network (BAN)</a>, which published the paper today.&nbsp;</p>

<p class="wp-block-paragraph">&#8220;AI may feel weightless, but every model depends on an enormous amount of highly specialized, cutting edge hardware,” Jim Puckett, founder and chief of strategic direction at BAN, says in a <a href="https://myemail.constantcontact.com/AI-E-Waste-May-be-40-to-60-Times-What-Has-Been-Estimated--New-Analysis-Finds.html?soid=1114999858498&amp;aid=5tCJwTPb0Eo">press release</a>. “If companies and governments do not begin planning for this new waste tsunami, today&#8217;s AI buildout could become an even more cataclysmic toxic waste crisis than we are already experiencing.”</p>

<p class="wp-block-paragraph">Less than a quarter of the <a href="https://www.itu.int/en/ITU-D/Environment/Pages/Publications/The-Global-E-waste-Monitor-2024.aspx">68.3 million tons of e-waste created each year worldwide is formally collected and recycled</a>. Most e-waste is ultimately dumped into shadowy “informal” waste collection where burning or burying equipment can expose workers and the local environment to toxic materials like lead and chromium. </p>

<p class="wp-block-paragraph">The US, with <a href="https://www.statista.com/statistics/1228433/data-centers-worldwide-by-country/?srsltid=AU7gw4WXcac5VJ_yOxf6ZvRHsx-97kQDWwXbzXcL95JaVJrrBJgRgsLa">far more data centers than any other country,</a> has yet to ratify the Basel Convention established to limit the international trade of hazardous wastes. <a href="https://www.theverge.com/2019/12/4/20992240/e-waste-recycling-electronic-basel-convention-crime-total-reclaim-fraud">US recyclers still ship e-waste abroad</a>, investigations have found, where it often slips into “backyard recycling.” <a href="https://www.who.int/news-room/fact-sheets/detail/electronic-waste-(e-waste)">Millions</a> <a href="https://www.who.int/news/item/15-06-2021-soaring-e-waste-affects-the-health-of-millions-of-children-who-warns">of children forced to work or live nearby</a> face health threats from that informal recycling, according to the World Health Organization.</p>

<p class="wp-block-paragraph">BAN predicts e-waste generated globally will triple in amount to up to 211 million metric tons a year by 2050. It attributes about 15 to 20 percent of that garbage to AI. Unlike previous AI e-waste estimates that focused on servers and GPUs, BAN expands its count to include other categories of equipment: power supply and distribution, cooling systems, backup power, and networking equipment. Notably, BAN also counts what it calls “AI Waste Contagion” — a wide-ranging category that incorporates everything from telecommunications infrastructure to personal devices likely to become obsolete and replaced earlier as a result of advances in AI. </p>

<p class="wp-block-paragraph">Counting it all up, BAN expects 70,000 metric tons of e-waste per gigawatt of data center capacity. It cites a McKinsey projection of total data center capacity reaching up to 219GW by 2030.</p>

<p class="wp-block-paragraph">Considering AI-related electronic equipment retired between 2025 and 2050, BAN concludes that’ll add up to between 395 to 617 million metric tons of e-waste by the middle of the century. It breaks down to about 8.6 million to 13.1 million metric tons of equipment retired each year as a result of AI.</p>

<p class="wp-block-paragraph">Previous estimates of AI’s e-waste have been more conservative. But by focusing on servers and accelerators, past studies miss about 87 percent of a data center’s electro-mechanical infrastructure, according to BAN. </p>

<p class="wp-block-paragraph">A separate <a href="https://www.nature.com/articles/s43588-024-00712-6">study</a> published in 2024 predicted that e-waste from AI could reach between 1.2 million and 5 million tons by 2030. Another <a href="https://vu.nl/en/news/2026/new-estimate-of-ai-e-waste">study</a> published in February found that AI servers could create between 131,000 and 225,000 tons of e-waste annually by the end of the decade —&nbsp;an amount that’s still comparable to all the e-waste produced by a country the size of Denmark.</p>

<p class="wp-block-paragraph">The EPA’s proposal today is a major escalation of President Donald Trump’s efforts to promote fossil fuels while making it easier to build out energy-hungry data centers. Environmental and consumer advocates, meanwhile, are fighting back — arguing that Trump’s deregulation spree comes with higher costs for the environment, public health, and Americans’ pocketbooks.</p>

<p class="wp-block-paragraph">“Failure to limit climate pollution means more children ending up in the emergency room with asthma attacks and heatstroke, more families struggling to rebuild homes after harrowing storms,” Moms Clean Air Force director and cofounder Dominique Browning said in an emailed statement. “It means higher health care bills, higher insurance costs, and more economic struggle at a time when Americans cannot afford it.”</p>

<p class="wp-block-paragraph">The power sector pumps out a <a href="https://www.epa.gov/ghgemissions/sources-greenhouse-gas-emissions">quarter of the nation’s greenhouse gas emissions</a>, surpassed only by transportation. In February, the Trump administration <a href="https://www.epa.gov/newsreleases/president-trump-and-administrator-zeldin-deliver-single-largest-deregulatory-action-us">overturned</a> the “<a href="https://eelp.law.harvard.edu/tracker/greenhouse-gas-endangerment-finding/">endangerment finding</a>” <a href="https://www.theverge.com/science/877371/trump-carbon-pollution-endangerment-finding-repeal-climate-change">for vehicles</a>. The finding recognized that greenhouse gases “<a href="https://www.epa.gov/climate-change/endangerment-and-cause-or-contribute-findings-greenhouse-gases-under-section-202a">threaten the public health and welfare of current and future generations</a>” and allowed the agency to regulate that pollution under the Clean Air Act. Now, the EPA is extending that rollback to power plants.</p>

<p class="wp-block-paragraph">There is scientific consensus that <a href="https://www.ipcc.ch/report/ar6/syr/downloads/report/IPCC_AR6_SYR_LongerReport.pdf">greenhouse gas pollution from fossil fuels causes climate change</a>. But in its press release today, the EPA argues that greenhouse gas pollution is “out of its scope to regulate” because its impacts are “global in nature, and any potential public health harms are too uncertain, conjectural, remote, and convoluted to tie specifically to the U.S. power sector.” The US has <a href="https://www.carbonbrief.org/analysis-worlds-biggest-historic-polluter-the-us-is-pulling-out-of-un-climate-treaty">produced more greenhouse gas pollution than any other country in history</a> and is still a <a href="https://edgar.jrc.ec.europa.eu/report_2025">leading carbon emitter after China</a>.&nbsp;</p>

<p class="wp-block-paragraph">The agency today is finalizing its repeal of Biden-era greenhouse gas requirements for power plants, as well as proposing the elimination of any remaining limits to that climate pollution for the power sector. The EPA claims<strong> </strong>the finalized rule would save $310 billion while the additional proposed actions would shave off $370 million “in direct compliance costs.”</p>

<p class="wp-block-paragraph">Energy, of course, has become a flashpoint in the culture war over affordability. <a href="https://www.bloomberg.com/news/articles/2026-05-12/us-power-prices-climb-61-faster-than-inflation-as-demand-surges">Electricity has gotten more expensive</a> in the US as <a href="https://www.eia.gov/todayinenergy/detail.php?id=65264">demand rises for the first time in over a decade</a> with <a href="https://www.theverge.com/news/614356/china-us-electricity-demand-ai-data-center-manufacturing-iea-report">more data centers, factories, and electric vehicles plugging into power grids</a>. At the same time, EPA administrator Lee Zeldin has prioritized making America “<a href="https://www.theverge.com/ai-artificial-intelligence/994112/ai-data-center-pollution-health-epa#comments">the AI capital of the world</a>,” ostensibly by slashing environmental regulations for energy-intensive data centers and the gas and coal-fired plants that power them. </p>

<p class="wp-block-paragraph">The EPA’s proposed changes will be open for public comment for 45 days, and are likely to face a raft of legal challenges. “The Sierra Club will fight back against this reckless and dangerous proposal with everything we have in the courts, in Congress, and in communities across the country,” Sierra Club chief program officer Holly Bender said in an emailed press statement. “While wildfires rage, floods devastate communities, and families struggle to afford skyrocketing electricity bills and insurance premiums, the Trump administration is handing the fossil fuel industry a license to keep polluting.”</p>

<p class="wp-block-paragraph">President Donald Trump is weakening environmental regulations in the name of speeding up the construction of AI data centers, raising health risks for Americans, a cadre of former EPA officials said this week in a briefing and new <a href="https://www.environmentalprotectionnetwork.org/new-report-ai-data-center-boom-poses-growing-health-risks-as-epa-other-federal-agencies-weaken-protections-against-harmful-pollution/">report</a>. They are urging —&nbsp;perhaps futilely —&nbsp;the president to adopt a “Data Center Health Protection Pledge” to signal that the administration is taking the environmental threat seriously.&nbsp;</p>

<p class="wp-block-paragraph">At the start of his term, Trump’s EPA administrator, Lee Zeldin, <a href="https://www.theverge.com/2024/11/12/24294483/donald-trump-ai-data-center-epa-lee-zeldin">proclaimed his goal of making America</a> “<a href="https://www.epa.gov/newsreleases/icymi-administrator-zeldin-fox-news-trumps-epa-clearing-regulatory-path-america">the AI capital of the world</a>” through deregulation. Since then, Zeldin and the White House have rolled back dozens of rules on top of cutting <a href="https://www.environmentalprotectionnetwork.org/epa-facts_staffing-sheet/">staff</a> and <a href="https://news.bloomberglaw.com/environment-and-energy/trump-seeks-deep-cuts-to-epa-budget-for-second-year-in-a-row">funding</a> at the US EPA.</p>

<p class="wp-block-paragraph">As a result of the Trump administration’s deregulation spree and <a href="https://scholarship.law.columbia.edu/faculty_scholarship/4735/">attacks</a> <a href="https://www.theverge.com/news/696047/senate-republican-spending-bill-passage-renewable-wind-solar-energy">on renewable energy</a>, the wave of new AI data centers is increasingly powered by dirty energy that can impact Americans’ health even if they don’t live near a data center, the group of EPA alumni warn. They say that the agency they once worked for, which was created to “<a href="https://www.epa.gov/aboutepa/our-mission-and-what-we-do">protect human health and the environment</a>,” is no longer the watchdog it should be as the physical infrastructure underpinning generative AI changes America’s landscape.</p>

<p class="wp-block-paragraph">“You would think that an industry buildout of this magnitude, billed as a revolution, would mean more vigilance from EPA,” Lynn Goldman, a pediatrician and a former EPA assistant administrator, said at the briefing. “Instead, EPA is doing just the opposite, thinking first about industry&#8217;s needs and weakening or reconsidering limits on toxic chemicals and harmful pollutants.”&nbsp;&nbsp;</p>

<p class="wp-block-paragraph">Goldman and other former EPA employees who are part of an independent organization called the Environmental Protection Network released a <a href="https://www.environmentalprotectionnetwork.org/wp-content/uploads/2026/08/Hidden-Health-Costs-of-AI-Data-Centers.pdf">report</a> this week that identifies 30 different federal actions since January 2025 that they say exacerbate health risks stemming from data center pollution.</p>

<p class="wp-block-paragraph">That includes executive actions and proposals meant to <a href="https://www.theverge.com/climate-change/712038/ai-energy-trump-epa-gas-coal-emissions">curtail renewable energy projects</a> while <a href="https://policyintegrity.org/tracking-regulatory-rollbacks">softening</a> <a href="https://eelp.law.harvard.edu/tracker-type/regulatory-tracker/">pollution</a> <a href="https://www.theverge.com/science/877371/trump-carbon-pollution-endangerment-finding-repeal-climate-change">regulations</a> and <a href="https://apnews.com/article/trump-coal-epa-clean-air-exemption-mercury-7b800db8d6cf6fffbee28039f42d2daf">exempting</a> existing power plants and factories from certain standards. Of the 30 policy changes included in the report, 17 specifically mention AI or target data centers.&nbsp;</p>

<p class="wp-block-paragraph">Trump released an “<a href="https://www.theverge.com/policy/713788/trump-ai-action-plan-explainer">AI Action Plan</a>” in July 2025, recommending “<a href="https://www.whitehouse.gov/wp-content/uploads/2025/07/Americas-AI-Action-Plan.pdf">streamlining or reducing regulations</a>” under the Clean Air Act, Clean Water Act, and Superfund law to expedite permitting for data center projects and chip factories. “What the AI plan is really about [is] using unprecedented <a href="https://www.theverge.com/2025/1/20/24347870/trump-executive-order-fossil-fuels-environment">emergency powers</a> to grant massive new exemptions for data centers and specifically fossil fuel infrastructure,” Tyson Slocum, energy program director at the consumer advocacy group Public Citizen, <a href="https://www.theverge.com/climate-change/714900/trump-ai-plan-executive-order-handout-gas-coal-chemical-companies">told <em>The Verge</em> at the time</a>.&nbsp;</p>

<p class="wp-block-paragraph">Trump has essentially laid the policy groundwork for new <a href="https://www.wired.com/story/us-data-centers-drive-gas-power-expansion/">gas projects</a> to <a href="https://www.theverge.com/news/870422/data-center-ai-gas-power-surge">power energy-hungry data centers</a>, ranging from <a href="https://www.reuters.com/world/americas/pollution-musks-unpermitted-xai-power-project-hits-hardest-black-communities-2026-07-14/">turbines installed on-site</a> to <a href="https://www.theverge.com/science/876555/meta-data-center-winter-power-outages-storm-ice">power plants built specifically to serve tech companies</a>. Meanwhile, demand for advanced chips needed for generative AI is <a href="https://www.theverge.com/the-stepback-newsletter/772845/computer-chips-forever-chemicals">reviving the production of forever chemicals</a> that don’t break down easily and build up in the environment and human bodies. All this new infrastructure can spread pollution far from the data centers they support.&nbsp;</p>

<p class="wp-block-paragraph">“You do not need to be near a data center to be affected, because the pollution doesn’t just come from the data centers themselves,“ Goldman says.&nbsp;</p>

<p class="wp-block-paragraph">Last year, hundreds of current EPA employees fired off a public <a href="https://www.standupforscience.net/epa-declaration">letter</a> addressed to Zeldin saying, “EPA under your leadership will not protect communities from hazardous chemicals and unsafe drinking water, but instead will increase risks to public health and safety.”</p>

<p class="wp-block-paragraph">The new report cites a <a href="https://arxiv.org/abs/2412.06288">study</a> from UC Riverside, Caltech, and the Rochester Institute of Technology that found that air pollution associated with AI could lead to up to 1,300 premature deaths and more than $20 billion in public health costs by 2028. The toll could be even larger after factoring in the policy changes outlined in EPN’s report, according to the organization. The US can avoid those losses by restoring clean air and water standards, as well as rebuilding federal agencies’ capacity to enforce those rules, the EPA alumni argue.&nbsp;</p>

<p class="wp-block-paragraph">“A more polluting AI buildout is not inevitable. It depends on the choices government makes now,” Marc Boom, EPN’s senior director of public affairs, said in the briefing. “EPA should be measuring how this buildout is changing pollution, who is being exposed, what it means for their health, and making all of that information public. That is what a Data Center Health Protection Pledge should mean in practice.”</p>

<p class="wp-block-paragraph">Responding to the report in an email to <em>The Verge</em>, EPA spokesperson Cora Mandy said, “In each action EPA has taken, the agency has returned regulations to the best reading [of] the Clean Air Act after years of overreach by previous administrations.” She also reiterated the agency’s commitment to “Protect Human Health and The Environment” while simultaneously prioritizing “Making America the AI Capital of the World.”&nbsp;</p>

<p class="wp-block-paragraph">Arizona, an <a href="https://www.theverge.com/features/825207/semiconductor-chip-manufacturing-new-silicon-valley">epicenter for the bipartisan push to revive American chip manufacturing</a>, is about to <a href="https://www.npr.org/2026/08/31/nx-s1-5945480/arizonas-taps-wont-run-dry-but-water-bills-will-go-up-under-federal-plan-for-colorado-river">lose more than a quarter</a> of the water it typically pulls each year from the Colorado River.&nbsp;</p>

<p class="wp-block-paragraph">The 1,400-mile waterway is a crucial lifeline for the region and other western states. A recent federal decision on how to manage its dwindling flow hits Arizona, and its already drought-prone desert communities, particularly <a href="https://www.nytimes.com/2026/08/23/us/arizona-canals-colorado-river.html">hard</a>. The river provides <a href="https://environment.arizona.edu/news/where-does-our-water-come">more than a third</a> of the Grand Canyon State’s water. Arizona has been a manufacturing hub since the start of the semiconductor industry, and now it’s where TSMC and Intel are expanding massive factories to make advanced chips for AI — a water-intensive effort.&nbsp;</p>

<p class="wp-block-paragraph">City planners and industry leaders have already taken precautions to conserve water and find alternative sources. It’s a resource that is likely to become more expensive for manufacturers and residents alike as they learn to rely less on the Colorado River. That’s already raising tensions over who shoulders the costs for new infrastructure needed to adapt, as well as what constitutes a good use of water. The challenges that come with managing a limited water supply are only going to grow as AI demands a larger share.&nbsp;</p>

<p class="wp-block-paragraph">“Our economy is changing, and that’s really painful,” says Kathryn Sorensen, research director at the Kyl Center for Water Policy at Arizona State University. “When there’s a water scarcity issue you have to start looking at what the uses of that water are that bring the most value to the community.”</p>

<p class="wp-block-paragraph">Agriculture has been a major part of Arizona’s economy since it became a state, and still gobbles up more than <a href="https://www.azwater.gov/conservation/agriculture">70 percent</a> of the state’s water. Industrial uses, including the chip manufacturing that’s had a foothold in the state since the 1940s, account for just <a href="https://environment.arizona.edu/news/where-does-our-water-come">6 percent</a>.&nbsp;</p>

<p class="wp-block-paragraph">While the amount of water that semiconductor factories, or fabs, use is still quite small compared to agriculture, the chip industry is growing fast. Fabs use <a href="https://www.weforum.org/stories/2024/07/the-water-challenge-for-semiconductor-manufacturing-and-big-tech-what-needs-to-be-done/">“ultra-pure” water</a> to clean surfaces and etch sensitive chips. It takes more municipal water to create a smaller amount of ultra-pure water through deionization and reverse osmosis. A typical facility might use <a href="https://www.fdiintelligence.com/content/feature/thirsty-chip-facilities-under-scrutiny-in-water-stressed-areas-82810">10 million gallons</a> of ultra-pure water a day, which could require <a href="https://www.weforum.org/stories/2024/07/the-water-challenge-for-semiconductor-manufacturing-and-big-tech-what-needs-to-be-done/">up to 16 million gallons of municipal water</a>.</p>

<p class="wp-block-paragraph">New chip factories are sprouting up in Arizona’s desert with the help of federal funding. President Joe Biden <a href="https://www.theverge.com/2022/8/9/23298147/biden-chips-act-semiconductors-subsidies-ohio-arizona-plant-china">signed the ​​CHIPS and Science Act into law in 2022</a>, setting aside $52.7 billion to expand domestic chip manufacturing. Armed with a <a href="https://newsroom.intel.com/corporate/intel-chips-act">$7.86 billion</a> grant from the government, Intel is planning to <a href="https://download.intel.com/newsroom/2024/corporate/Intel-Arizona-The-Silicon-desert.pdf">spend $32 billion</a> on two new factories and an expansion of an existing facility in Arizona. In 2025, the company’s facilities in Chandler, Arizona withdrew more than 2.7 billion gallons of freshwater, according to its latest corporate responsibility <a href="https://www.intel.com/content/dam/www/central-libraries/us/en/documents/2026-08/csr-2025-26-full-report.pdf">report</a>.</p>

<p class="wp-block-paragraph">TSMC, the world’s largest chipmaker, <a href="https://pr.tsmc.com/english/news/3122">received</a> up to $6.6 billion in CHIPS Act funding and decided to build at least six new semiconductor fabs in Phoenix. TSMC’s first fab in Arizona uses roughly 4.75 million gallons of water a day, <a href="https://www.theverge.com/features/825207/semiconductor-chip-manufacturing-new-silicon-valley">the company told <em>The Verge</em></a> last year.&nbsp;It’s approximately <a href="https://www.azcentral.com/story/opinion/op-ed/joannaallhands/2024/06/12/tsmc-arizona-water-use-recycling/74059522007/">equivalent to the water usage of more than 14,000 homes</a> a day, or 2 percent of Phoenix’s housing. That amount grows with each new fab the company builds, and with the more advanced manufacturing processes TSMC is developing. The company recycles 65 percent of the water it uses in Arizona, TSMC says, a figure that’s supposed to grow to at least 90 percent when it finishes building a water reclamation plant.&nbsp;</p>

<p class="wp-block-paragraph">The Colorado River is the state’s biggest renewable source of water. But the Colorado River Basin has faced “unprecedented” drought for more than a quarter century, <a href="https://www.usbr.gov/ColoradoRiverBasin/post2026/decision-doc/">according to the US Bureau of Reclamation</a>. Climate change, unfortunately, is also making the region <a href="https://awcs.azgfd.com/conservation-challenges/climate-change">more</a> <a href="https://iee.psu.edu/news/blog/colorado-river-crisis-water-shortages-climate-change-and-sustainable-management">dry</a> as growing water demand adds to decades of overuse.</p>

<p class="wp-block-paragraph">“There&#8217;s not enough water for everything we want to do with it,” Sorensen, who previously worked as the director of Phoenix Water Services, says. “So what do we have enough water for? What are the uses we most value? Is it cotton or is it microchips?”</p>

<p class="wp-block-paragraph">With 40 million Americans from Denver to Los Angeles relying on water from the Colorado River, states have been tussling over how to allocate the remaining water for years. Guidelines for how to manage that water, collectively known as the “Law of the River,” expire this year. After states failed to reach an agreement on their own, the US Department of the Interior <a href="https://www.usbr.gov/newsroom/news-release/5392">finalized</a> its own <a href="https://www.usbr.gov/newsroom/news-release/5392">plan</a> in August for how to move forward. It outlines steep cuts for downriver states: Arizona, Nevada, and California. Arizona stands to lose the most, at least 760,000 acre-feet of water a year starting in 2027. An acre-foot represents how much water it would take to cover an acre with a foot of water, and is <a href="https://www.azwater.gov/news/articles/2021-19-04">enough to supply about three homes</a> with water for a year in the Phoenix area. The City of Phoenix uses about 300,000 acre feet of water in a year.&nbsp;</p>

<p class="wp-block-paragraph">Maricopa County, home to Intel and TSMC’s chip fabs, isn’t as reliant on water from the Colorado River as other counties. Its <a href="https://wrrc.arizona.edu/sites/default/files/2024-01/Maricopa_Factsheet_01_2024.pdf">primary resource is groundwater</a>, but surface water flowing from the Colorado and Salt rivers still make up close to 40 percent of the county’s supply.&nbsp;</p>

<p class="wp-block-paragraph">Local leaders insist that Phoenix and other cities in the region are prepared for water cuts, citing plans to make up for the shortfall with underground water stores and other surface water sources. “For the most part, they&#8217;ve planned accordingly and can fall back onto water that was previously stored underground,” Sorensen says.&nbsp;</p>

<p class="wp-block-paragraph">But even without sudden tap water shortages, Sorensen expects utility bills to climb over time. The transition to alternative water resources will entail new infrastructure, like new wells and pipes. That’s likely to be the most significant driver of higher tap water prices, Sorensen explains.&nbsp;</p>

<p class="wp-block-paragraph">Meanwhile, the city of Phoenix is pushing back, with Mayor Kate Gallego arguing that the federal government’s decision to cut the state’s intake “does not provide the fair, basin-wide leadership the Colorado River crisis demands.” That said, “Phoenix is prepared for this moment because of decades of planning and conservation, we will push for new federal support to mitigate the rising cost of water that will result from this federal decision,” Gallego added in an <a href="https://www.phoenix.gov/newsroom/water-services-news/phoenix-calls-for-new-federal-funds--basin-wide-action-following.html">August press release</a>. A spokesperson for the city declined to comment further in an interview. </p>

<p class="wp-block-paragraph">TSMC in particular, located in Phoenix, will be subject to the same price hikes as its neighbors. Phoenix is unique in that it sets the same water rates for companies as it does for residential customers. Cities often charge industrial customers less if they want to attract certain businesses.&nbsp;</p>

<p class="wp-block-paragraph">“The cost of water will increase for TSMC,” Sorensen says. “Everyone pays the same rate for water in the city of Phoenix, whether you’re a mom-and-pop store, a family of eight, or TSMC.”</p>

<p class="wp-block-paragraph">TSMC and Intel declined interviews with <em>The Verge</em> for this story. Both have made public commitments, however, to minimize the amount of fresh water they consume.&nbsp;</p>

<p class="wp-block-paragraph">“A stable supply of water is critical to chip production,” TSMC deputy spokesperson Nina Kao said in an emailed statement. “One of the reasons the city of Phoenix was selected for our US expansion is because of their long-term water plan, which includes varied water supply sources, as well as steps taken in preparation for reduced water supplies over the course of decades.”&nbsp;</p>

<p class="wp-block-paragraph">Apprehensions are still mounting over the impact that AI and the tech industry as a whole have on the region. AI has spawned a <a href="https://www.theverge.com/features/825207/semiconductor-chip-manufacturing-new-silicon-valley">new generation</a> of semiconductor factories, chip packaging plants, and data centers across Arizona.&nbsp;</p>

<p class="wp-block-paragraph">“It’s almost happening at a level that&#8217;s difficult to wrap your head around,” says Jennifer Martin-McLeod, a program manager for the Grand Canyon chapter of Sierra Club. “To try to say ‘Everybody take a breath and think through what we&#8217;re doing’ is difficult when you have that steamroller of money coming at your state to try to make it all happen overnight.”</p>

<p class="wp-block-paragraph">She has broader concerns about the health of the Colorado River and wildlife that depends on it. Over the long term, Sorensen points out that a shortage of water from the Colorado River will result in the depletion of groundwater in Central Arizona, as most cities cope by increasing how much water they draw from local aquifers. “It&#8217;s something they can sustain, but it is only sustained at a cost to future generations,” she adds.&nbsp;</p>

<p class="wp-block-paragraph">The impact of water cuts next year will be felt most by typical residents, Martin-McLeod says. “For me, that&#8217;s going to mean serious lifestyle changes. … But to an enormous chip manufacturer, that&#8217;s maybe just part of the cost of doing business, you know?”</p>

<p class="wp-block-paragraph">Google is rolling out an updated AI weather model that’s supposed to be more accurate, especially when it comes to predicting rain and snowfall.</p>

<p class="wp-block-paragraph">In the announcement today, the company says it’s now able to make forecasts with &#8220;unprecedented resolution” using its new WeatherNext 3 AI model. It can produce a global picture that’s five times sharper than Google’s <a href="https://www.theverge.com/news/822489/weather-forecast-ai-model-google-weathernext">previous model</a> by learning from real-time weather observations, according to the company.</p>

<p class="wp-block-paragraph">“One of the main developments is for [WeatherNext 3] to go beyond what data most global AI models train on,” says Samier Merchant, a research engineer at Google Research. “We&#8217;re able to leverage fresher and richer observational data sets.”</p>

<p class="wp-block-paragraph">Weather forecasting has traditionally relied primarily on supercomputers that simulate the physics of the atmosphere. That involves solving complex equations, and ultimately comes with a time-lag. AI weather models created by Google and other developers, in contrast, can make faster predictions by recognizing patterns in historical weather data.&nbsp;</p>

<p class="wp-block-paragraph">Google is going a step further by incorporating live satellite data in its new model. WeatherNext 3 is able to produce a forecast each hour based on the most recent satellite observations. That allows for faster predictions than its previous AI models, as well as higher spatial and temporal resolution.&nbsp;</p>

<p class="wp-block-paragraph">For comparison, the previous model, WeatherNext 2, produced forecasts every 6 hours on a 25-kilometer grid. The newer model can visualize certain variables, including temperature and moisture, at up to a 5-kilometer resolution.&nbsp;</p>

<p class="wp-block-paragraph">That speed and resolution is particularly helpful when it comes to predicting rain and snow stemming from fast-moving weather systems, Google says. Using satellite data to make predictions also fills in gaps left in locations where there are fewer rain gauges on the ground. These are places — primarily outside of the US and Europe — where Google says WeatherNext 3 can provide the biggest improvements to weather forecasts. Google says users will see precipitation forecasts that are up to 50 percent more accurate when looking at least a day in advance.</p>

<p class="wp-block-paragraph">Google also designed its latest AI weather model to produce forecasts for renewable energy generation. That includes predictions on wind speed at 100 meters, for example, at about the height of a turbine. Google, like other tech companies developing generative AI tools, is demanding more energy for data centers.&nbsp;</p>

<p class="wp-block-paragraph">“As the energy needs of Google, but [also] entire humanity, is increasing its energy needs, to make sure that we make renewable a very appealing opportunity is very important for us,” Ferran Alet, a research scientist at Google DeepMind tells <em>The Verge</em>.</p>

<p class="wp-block-paragraph">WeatherNext 3 is now incorporated into Search, Maps, Gemini, and other Google products. Google has also worked with the <a href="https://www.theverge.com/news/685820/google-ai-forecast-typhoon-hurricane-tropical-storm">US National Hurricane Center</a> and other agencies in Asia to improve weather forecasting using its AI models.</p>

<p class="wp-block-paragraph">While AI models are becoming more accurate, they’re still expected to work in tandem with traditional physics-based models. WeatherNext 3 is still trained on data from physics-based models and weather agencies typically look at a range of predictions to issue warnings.</p>

<p class="wp-block-paragraph">Under his watch, Apple set industry-leading goals for reducing the amount of pollution created by its products and suppliers. It has managed to keep its carbon footprint from growing while other tech giants see their emissions rise with the energy needs of AI.</p>

<p class="wp-block-paragraph">Even so, Apple has faced a series of accusations that it misled customers with its sustainability claims. And many of the environmental problems the company has grappled with under Cook are poised to become even bigger with the explosion of generative AI.&nbsp;</p>

<p class="wp-block-paragraph">“If Tim Cook wants his legacy to be of a company that held its climate commitments he may have chosen the right time to leave — right now against a dark backdrop the picture is comparatively rosy,” Rachel Kitchin, senior campaign manager at the environmental group Stand.earth, says in an email to <em>The Verge</em>. “Depending on the choices the company makes moving forward it may not stay that way.”</p>

<p class="wp-block-paragraph">The company pumped out 15.3 million metric tons of gross carbon dioxide emissions in 2025, according to the company’s latest environmental <a href="https://www.apple.com/newsroom/2026/04/apple-accelerates-progress-with-highest-ever-recycled-material-in-its-products/">report</a>. That’s <a href="https://www.epa.gov/energy/greenhouse-gas-equivalencies-calculator">about as much as the pollution</a> from 40 gas-fired power plants over a year. <a href="https://www.apple.com/newsroom/2020/07/apple-commits-to-be-100-percent-carbon-neutral-for-its-supply-chain-and-products-by-2030/">In 2020</a>, Apple set a goal of cutting its carbon emissions by 75 percent by the end of the decade (compared to its emissions in 2015). So far, it has reduced its emissions by 60 percent, which Apple touted in its <a href="https://www.apple.com/newsroom/2026/04/tim-cook-to-become-apple-executive-chairman-john-ternus-to-become-apple-ceo/">announcement</a> of Cook’s transition to executive chairman. Apple’s carbon pollution shrank each year since 2021 before flatlining over the past year, “holding constant from 2024 even in a year of significant business growth,” the company said in a <a href="https://www.apple.com/newsroom/2026/04/apple-accelerates-progress-with-highest-ever-recycled-material-in-its-products/">press release</a>.&nbsp;</p>

<p class="wp-block-paragraph">Cook was clear during his tenure that the company’s move toward cleaner energy wouldn’t come at the cost of that growth. &#8220;I want to see that it pencils out, because I want other people to copy it. And I know they&#8217;re not going to copy a decision that&#8217;s not a good economic decision,&#8221; <a href="https://www.cbsnews.com/news/apple-ceo-tim-cook-on-creating-a-clean-energy-future/">Cook told CBS News</a> of its renewable energy investments in 2023. Meanwhile, <a href="https://www.axios.com/2026/06/30/google-ai-boom-emissions-power-use">Google’s</a> and <a href="https://www.wired.com/story/microsoft-25-percent-jump-in-carbon-emissions/">Microsoft’s</a> greenhouse gas emissions have ballooned in recent years as generative AI demands more <a href="https://www.theverge.com/ai-artificial-intelligence/902546/data-centers-ai-energy-power-grids-controversy">data centers</a> and <a href="https://www.theverge.com/cs/features/937356/ai-data-center-gpu-environmental-impact">chip manufacturing</a>.&nbsp;</p>

<p class="wp-block-paragraph">Apple set itself apart with high standards it created for its suppliers, garnering approval from environmental groups that typically have a lot of negative things to point out about Big Tech companies. A 2023 <a href="https://stand.earth/wp-content/uploads/2023/10/IT_Brands_Responsibility_Final.pdf">report</a> by Stand.earth assessed Apple, Dell, Google, HP, Microsoft, and Nvidia and found that Apple <a href="https://www.theverge.com/2023/10/16/23915763/apple-big-tech-climate-change-report">was the only one at the time that had set a 100 percent renewable electricity target for its suppliers</a>.&nbsp;</p>

<p class="wp-block-paragraph">In 2025, Apple earned a <a href="https://www.greenpeace.org/static/planet4-eastasia-stateless/2025/10/128afb32-supply-change-2025.pdf">B+ rating</a> from Greenpeace East Asia for its push for more renewable energy along its supply chains. “It’s a sharp contrast to companies such as Nvidia, whose supply chain is also concentrated in East Asia but has no clear renewable energy target or concrete support for them,” Avex Li, supply chain project lead at Greenpeace East Asia, says in an email.&nbsp;</p>

<p class="wp-block-paragraph">It’s worth mentioning, though, that there have been <a href="https://www.theverge.com/policy/987356/tim-cook-apple-trump-xi">allegations of</a> <a href="https://www.business-humanrights.org/en/latest-news/apple-supplier-lens-technology-accused-of-using-forced-labour-in-china/">forced labor</a> and <a href="https://www.business-humanrights.org/en/latest-news/belgium-investigates-apple-over-alleged-sourcing-of-conflict-minerals-from-congo/">conflict minerals</a> along Apple’s supply chain. Apple has also faced sharp criticism over marketing some of its products as “carbon neutral,” claiming the company didn’t produce more carbon dioxide emissions than it could capture or offset while making the device. Apple introduced “<a href="https://www.businesswire.com/news/home/20230912679128/en/Apple-introduces-the-advanced-new-Apple-Watch-Series-9#:~:text=Carbon%20Neutral%20Models,Watch%20has%20been%20significantly%20decreased.">select case and band combinations</a>” of its <a href="https://www.theverge.com/2023/9/12/23860234/apple-watch-series-9-price-release-date-features">Apple Watch Series 9</a>, Apple Watch Ultra 2, and Apple Watch SE as the company’s first carbon neutral devices in 2023. Later that year, the Institute of Public and Environmental Affairs <a href="https://www.theverge.com/2023/10/3/23901236/apple-carbon-neutral-watch-report-supply-chain-emissions-transparency">found that Apple had stopped requiring its suppliers to publicly disclose their greenhouse gas emissions</a>, alleging that the lack of transparency made it difficult to verify the company’s carbon neutral claims.&nbsp;</p>

<p class="wp-block-paragraph">“Apple needs more transparency and should invest more directly in new renewable capacity, particularly in Taiwan and South Korea, where much of its chip supply chain is concentrated and access to renewable energy remains constrained,” Li writes, adding that the company doesn’t disclose suppliers’ total electricity consumption nor the overall share powered by renewable energy.</p>

<p class="wp-block-paragraph">The company faced a <a href="https://www.climatecasechart.com/collections/dib-v-apple-inc-_b5b1ad">class action lawsuit</a> last year <a href="https://platform.theverge.com/wp-content/uploads/sites/2/2025/02/Dib-et-al-v.-Apple-Inc-1.pdf?_gl=1*j27uuj*_ga*MTgxMDQ3NDQ3MC4xNzg3NTg1MTU0*_ga_9GXHZT6RVE*czE3ODgyNzg1OTUkbzM0JGcxJHQxNzg4MjgwMjE4JGo2MCRsMCRoMCRkNEZnMDI5djVEVGdmY3BSeVR4Q3lkLXpaRTdKNGZkdjFkZw..">filed</a> on behalf of customers who bought the watches, accusing the company of “false and misleading carbon neutrality claims.” A federal judge in California <a href="https://www.climatecasechart.com/documents/california-federal-court-dismissed-climate-washing-case-regarding-carbon-neutrality-claims-for-apple-watches-but-granted-leave-to-amend_17bc">dismissed</a> the case this year. And Apple <a href="https://www.fastcompany.com/91387423/why-apple-is-taking-this-controversial-symbol-off-its-packaging">dropped</a> its carbon neutral advertising after the <a href="https://www.theguardian.com/environment/2024/jan/17/eu-bans-misleading-environmental-claims-that-rely-on-offsetting">EU moved to bar the use of the term</a> to describe products.&nbsp;</p>

<p class="wp-block-paragraph">Cook has been a <a href="https://www.theverge.com/policy/987356/tim-cook-apple-trump-xi">savvy statesman when it comes to shielding Apple’s supply chains</a>. Despite its own reductions in pollution, Apple — alongside Amazon, GM, and dozens of other large companies — has <a href="https://www.bloomberg.com/news/articles/2026-04-23/apple-amazon-push-back-on-stricter-emissions-reporting-rules">opposed</a> efforts to develop stricter international guidelines for reporting greenhouse gas emissions. In the US, Cook joined other chief executives at President Donald Trump’s inauguration in 2025, ushering in a wave of policies designed to derail climate action and kill renewable energy projects in favor of fossil fuels. Cook donated <a href="https://www.theverge.com/2025/1/3/24335290/apple-donation-donald-trump-inauguration-tim-cook">$1 million to the inauguration committee,</a> and gave Trump a <a href="https://www.theverge.com/news/737757/apple-president-donald-trump-ceo-tim-cook-glass-corning">gold and glass statue</a> later that year apparently to commemorate US manufacturing. In his second term, Trump has prioritized rolling back environmental rules to speed the development of <a href="https://www.theverge.com/climate-change/714900/trump-ai-plan-executive-order-handout-gas-coal-chemical-companies">new power plants</a> and AI <a href="https://www.theverge.com/ai-artificial-intelligence/986176/data-center-pollution-epa-rule-change-air-permit">data centers</a>. </p>

<p class="wp-block-paragraph">When reached for comment, Apple spokesperson Sean Redding pointed <em>The Verge</em> to its most recent environmental progress <a href="https://www.apple.com/environment/pdf/Apple_Environmental_Progress_Report_2026.pdf">report</a> and its prior <a href="https://www.apple.com/newsroom/2026/04/tim-cook-to-become-apple-executive-chairman-john-ternus-to-become-apple-ceo/">statements</a> on Cook’s transition.</p>

<p class="wp-block-paragraph">With growing demand for more advanced chips and cloud infrastructure, “AI will be the defining test of Apple’s climate commitments,” Li says. “To preserve Tim Cook’s environmental legacy, the company will need to show that AI growth can be accommodated within its existing climate commitments through absolute emissions reductions, additional renewable energy investment, and longer-lasting products.”&nbsp;</p>

<p class="wp-block-paragraph">Just as new data centers <a href="https://www.theverge.com/science/841169/ai-data-center-opposition">face growing backlash</a> from neighboring communities, the US Environmental Protection Agency (EPA) is about to make it harder for people to weigh in on any pollution those centers create.</p>

<p class="wp-block-paragraph">The EPA plans to toss out a federal rule requiring public notice and an opportunity to comment when certain industrial sites apply for an air permit. Advocates warn that the move would allow data center developers and other industries to break ground without giving nearby residents a say, or even a warning that construction is planned.&nbsp;</p>

<p class="wp-block-paragraph">“You can see why that would be so interesting to an administration that wants to rush through the construction of data centers,” says Keri Powell, senior attorney and air program leader at the Southern Environmental Law Center (SELC). “What EPA would be allowing would be all of those facilities to go through and just not have to deal with the public, issue the permits in secret behind closed doors. Nobody knows what&#8217;s happening until the bulldozers are out there.”</p>

<p class="wp-block-paragraph">The EPA’s proposed changes apply to a permitting process that’s been in place since the 1970s called <a href="https://eelp.law.harvard.edu/tracker/new-source-review/">New Source Review</a> that applies to a wide range of facilities, from landfills and paper mills to power plant expansions. More recently with the rise of generative AI, these permits have also become a flashpoint for opposition to new data centers, as well as to power plants built to provide electricity for all those servers. </p>

<p class="wp-block-paragraph">In July, the EPA announced that it would eliminate the federal public participation requirement for a large set of polluters and place that burden on states. The plan would leave it up to state and local air agencies to decide whether or not to notify the public about certain new sources of pollution — leaving advocates concerned that many of these agencies would forgo the process altogether. Air pollution is often regulated at the federal level because it can waft across the country, affecting residents in one state even if the source is in another. </p>

<p class="wp-block-paragraph">“The state and local authorities closest to the issues and the public should be making the decisions on the permitting process as much as possible, not Washington,” EPA administrator Lee Zeldin said in a <a href="https://www.epa.gov/newsreleases/epa-proposes-streamline-state-and-local-permitting-process-minor-sources">statement</a> at the time. “We are cutting unnecessary and burdensome red tape.”</p>

<p class="wp-block-paragraph">The change applies to so-called “minor” sources of pollution, which the EPA says in its announcement “have relatively low emissions and limited environmental impact.” Powell’s group contends that the “minor” label is a misnomer and that the permitting process routinely covers projects that can have significant consequences for their neighbors.&nbsp;</p>

<p class="wp-block-paragraph">Colossus 1, xAI’s massive data center in Tennessee that the company billed as the “<a href="https://x.ai/colossus" target="_blank" rel="noreferrer noopener">most powerful AI training system yet</a>,” <a href="https://insideclimatenews.org/news/17072025/elon-musk-xai-data-center-gas-turbines-memphis/?gad_source=1&amp;gad_campaignid=22688141957&amp;gbraid=0AAAAADogIi37G3ni58VckSaYS9Bmr7ejS&amp;gclid=CjwKCAiAv5bMBhAIEiwAqP9GuL2zghN4Euya_qdzsthO3ICnlceZ_FfJnp7pAbHSZJUHm_AVt3CQRRoCSwwQAvD_BwE" target="_blank" rel="noreferrer noopener">applied for a minor source permit</a> in 2025. That led to a hearing and elicited thousands of comments to a public notice posted by the local health department, <em><a href="https://insideclimatenews.org/news/17072025/elon-musk-xai-data-center-gas-turbines-memphis/?gad_source=1&amp;gad_campaignid=22688141957&amp;gbraid=0AAAAADogIi37G3ni58VckSaYS9Bmr7ejS&amp;gclid=CjwKCAiAv5bMBhAIEiwAqP9GuL2zghN4Euya_qdzsthO3ICnlceZ_FfJnp7pAbHSZJUHm_AVt3CQRRoCSwwQAvD_BwE" target="_blank" rel="noreferrer noopener">Inside Climate News</a></em> reported last year. The SELC and NAACP <a href="https://naacp.org/articles/elon-musks-xai-threatened-lawsuit-over-air-pollution-memphis-data-center-filed-behalf" target="_blank" rel="noreferrer noopener">threatened to sue xAI</a> for installing unpermitted gas turbines at the site the same year.</p>

<p class="wp-block-paragraph">SELC was one of nearly 200 health and environmental groups that filed <a href="https://www.selc.org/wp-content/uploads/2026/08/Filed-final-Joint-Comments-on-EPA-Community-Shutout-NSR-Permitting-Proposal-8_21_26.pdf">comments</a> last Friday asking the EPA to withdraw its proposal on New Source Review. They argue that by mandating public comment, residents can provide agencies with valuable insight on the repercussions of building a new data center or other industrial facility. </p>

<p class="wp-block-paragraph">“[The EPA’s proposal] could deprive the agencies making decisions about these [pollution] sources the necessary lived experience data of those communities. Without that information, it is impossible for permitting agencies to evaluate the full, cumulative impact of these facilities,” Kentucky Resources Council Senior Attorney Byron Gary <a href="https://www.edf.org/media/coalition-urges-epa-keep-public-participation-requirements-air-permits">said in a press release</a>.&nbsp;</p>

<p class="wp-block-paragraph">The public comment period for the EPA’s proposal ended last week, and EPA spokesperson Carolyn Holran says in an email to <em>The Verge</em> that they’re still reviewing all the comments <a href="https://www.regulations.gov/docket/EPA-HQ-OAR-2025-1212">submitted</a> — more than 4,900 that need to be addressed before the agency can finalize its rule.  </p>

<p class="wp-block-paragraph">It’s 8:52 AM and 86 degrees Fahrenheit (30 Celsius) where I live in Southern California. My husband just came back from a morning outing with our four-month-old. “How was the botanic garden?” I ask him. “It was okay. It was just too hot,” he tells me. I didn’t expect us to spend so much of our son’s first summer cooped up inside, hiding from the heat.  </p>

<p class="wp-block-paragraph">As I write this, an extreme heat warning for my area is glaring at me from my phone, effective for at least the next three days. “Dangerously hot conditions with high temperatures up to 110 [degrees Fahrenheit] expected,” my weather app warns me. “Stay in an air-conditioned room, stay out of the sun.”&nbsp;&nbsp;&nbsp;</p>

<p class="wp-block-paragraph">It’s the sort of warning more kids are growing up with as global average temperatures climb. Around the world, 560 million children under the age of 10 are experiencing at least one additional month of heat stress each year as a result of climate change, according to a new <a href="https://doi.org/10.1126/sciadv.aeb3232">study</a> published in the journal <em>Science Advances</em>.</p>

<p class="wp-block-paragraph">“I hope that this increases public awareness that climate change is a problem that is already happening today, that&#8217;s already affecting us,” says Rosa Pietroiusti, lead author of the study and a PhD researcher at <a href="https://press.vub.ac.be/climate-change-exposes-up-to-560-million-children-worldwide-to-extreme-heat-for-at-least-one-month-longer-each-year">Vrije Universiteit Brussel</a>. “It&#8217;s affecting the health of the most vulnerable.”</p>

<p class="wp-block-paragraph">Pietroiusti’s team used an international standard for moderate heat stress, days when taking protective measures like rest breaks are recommended to prevent heat-related illness. The threshold is set at a <a href="https://www.weather.gov/tsa/wbgt">WetBulb Globe Temperature</a> of 28 degrees Celsius (82.4 F), a measure that takes heat, humidity, wind speed, and cloud cover into account. Thanks to advances in <a href="https://climate.mit.edu/explainers/climate-change-attribution">climate attribution science</a>, they were able to assess the number of days crossing that threshold and how many of those heat stress days were added by climate change.</p>

<p class="wp-block-paragraph">They found that children are disproportionately exposed to dangerous heat, as compared to older age categories. Climate change has led to at least one additional month of heat stress for 43 percent of all kids in the 0-9 age group — 560 million little ones. That’s nearly triple the number of people aged 60-69 exposed to the same amount of climate-induced heat stress. </p>

<p class="wp-block-paragraph">That’s due to even more socio-political inequity at a global scale; the highest increases in heat stress due to human-caused climate change take place in countries in the Global South that have contributed least to the fossil fuel pollution raising temperatures. These countries have younger populations, and they also tend to have less access to air conditioning or infrastructure designed to withstand extreme weather events. And if countries blow past the targets they agreed upon in the Paris climate accord, the number of children under the age of 10 that are exposed to an extra month of heat stress rises to 650 million with just 2 degrees Celsius of global warming, the new study finds. </p>

<p class="wp-block-paragraph">Heat in particular can sneak up on you because it doesn’t always arrive with the same public safety warnings as a big storm might. And yet it’s a leading cause of weather related deaths globally, <a href="https://www.who.int/news-room/fact-sheets/detail/climate-change-heat-and-health">according to the World Health Organization</a>. Heat stress can lead to dehydration, heat stroke, and eventually organ failure.</p>

<p class="wp-block-paragraph">Babies and kids are even more susceptible than most adults. Their small bodies have a higher surface area-to-body mass ratio that makes it easier for them to overheat. Think of a small ice cube melting in the sun compared to a big block of ice. <a href="https://www.uclahealth.org/news/article/babies-and-young-kids-more-susceptible-heat-rash">Babies’ sweat glands are still developing</a>, making it even harder for them to regulate their body temperature. They’re totally dependent on adults to take life-saving precautions, like staying hydrated. </p>

<p class="wp-block-paragraph">Heat-related illness is preventable as long as a kid can find a place to stay cool. And we can stop summers from getting even hotter than they already are today by turning to energy sources like solar and wind that don’t emit planet-heating pollution.</p>

<p class="wp-block-paragraph">There are already plenty of ways the heat makes being a new mom even harder than it needs to be. The <a href="https://www.childrens.com/health-wellness/keeping-your-baby-safe-and-cool-in-summer">American Academy of Pediatrics recommends</a> that parents avoid taking babies outside for long stretches whenever the ‘feels like’ temperature reaches higher than 90 degrees Fahrenheit (32.2 Celsius). With this summer’s heatwaves, that meant that my family was mostly stuck indoors from about 11:00 in the morning or earlier until past sunset.</p>

<p class="wp-block-paragraph">My son typically loves walks outside, and spending time outdoors can be especially beneficial for a parent’s mental wellbeing postpartum. I hate that it’s not even safe to explore his grandparents’ backyard after a certain time. Sometimes there’s a doctor’s appointment or groceries to grab midday. That often means blasting the AC to cool down a sweltering car while we wait in a hot parking lot.&nbsp;</p>

<p class="wp-block-paragraph">As irritating as this all is, I’m one of the lucky parents with a car and air conditioning at home. We had a taste of what it would be like without AC when we lost power one hot July afternoon. <a href="https://www.sciencedirect.com/science/article/pii/S2212420925008040">Power outages</a> <a href="https://www.eia.gov/todayinenergy/detail.php?id=66744">have grown longer</a> in the US as extreme weather has become more common. Heatwaves can trigger blackouts because of electricity demand peaks when people blast the AC, or when utility companies preemptively shut off power lines to keep them from sparking wildfires. </p>

<p class="wp-block-paragraph">My family packed up to head to grandma’s house to stay cool, and to save the stash of breastmilk in the freezer (thankfully the lights came back on just before we were about to leave). I calculated, and had the milk gone bad, that would amount to about 20 hours of my time pumping (much of it during sleepless nights) down the drain. I didn’t know this until I was about to become a mom, but newborns shouldn’t drink water. So they might feed more frequently to hydrate. Breastfeeding parents are <a href="https://laleche.org.uk/breastfeeding-and-a-mothers-diet-myths-and-facts/">often thirsty</a> because you’re <a href="https://www.hopkinsmedicine.org/health/wellness-and-prevention/5-breastfeeding-diet-myths">losing fluid</a> to your baby, even more so in the heat. </p>

<p class="wp-block-paragraph">Regardless of the weather, breastfeeding is hard! Being a parent is hard! Being a kid gets tough, too. That’s what makes lazy summer days at the beach, and having other outdoor adventures so important. It’s supposed to be an escape, and prime time for core memory-making.</p>

<p class="wp-block-paragraph">Before my baby was born in April, I daydreamed about us lounging at the beach this summer. I couldn’t imagine his face yet, but I could picture those tiny toes in the sand. My son and I did manage to make it to the ocean. A baby’s skin is <a href="https://www.fda.gov/consumers/consumer-updates/should-you-put-sunscreen-infants-not-usually">too sensitive for sunscreen</a> until about 6 months old, so he wore his little blue bucket hat for a short walk along the pier. My husband took a quick video of us when I attempted to take him out of the stroller to gaze over the water. He scowls and fusses when the bright sun hits his eyes. “This is too much?” I ask him. “This is too much.”</p>

<p class="has-text-align-none wp-block-paragraph">Right now, GPUs, hundreds of thousands of them, are being crammed into data centers around the world to power the AI boom. These chips are also found in everything from smartphones to cars to gaming PCs. Nvidia — once a niche chipmaker that has become the world’s most valuable company — still brags about releasing what it calls “the world’s first GPU” and a “gaming breakthrough” in 1999, although some trace the origins of the GPU back to at least <a href="https://interestingengineering.com/culture/how-gpus-went-from-arcade">the ’70s</a> with graphics hardware used in arcade games.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">“There are massive hardware developments that start because of games,” says Catherine Flick, a professor of ethics and games technology at University of Staffordshire. And whether it’s a testbed for new graphics processing units or the development of virtual reality and AI, “all these sorts of things that have quite significant ethical issues, a lot of these start with games,” Flick says. So since its inception, the GPU has been at the root of some of the biggest ethical questions new technologies pose. What impact do games, and now AI chatbots, have on how we interact with the world around us?</p>

<p class="has-text-align-none wp-block-paragraph">Whether mining for raw materials or <a href="https://www.theverge.com/features/825207/semiconductor-chip-manufacturing-new-silicon-valley">exposing workers to toxic chemicals in semiconductor factories</a>, GPU manufacturing can leave behind a big mess. Collectively, GPUs warehoused in data centers burn through an enormous amount of water and energy, which can lead to more air pollution and greenhouse gas emissions causing climate change. And at the end of its life, a GPU can do even more damage in the form of e-waste.&nbsp;&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">What’s worth taking those risks? Do potential AI-driven advances in <a href="https://www.theverge.com/news/822489/weather-forecast-ai-model-google-weathernext">weather forecasting</a> or <a href="https://www.theverge.com/ai-artificial-intelligence/653322/ai-wildlife-conservation">wildlife conservation</a> justify the environmental footprint of a data center? And what about the GPUs in a gaming PC or iPhone — do they deserve just as much scrutiny?&nbsp;</p>

<h2 class="wp-block-heading has-text-align-none">Hitting close to home&nbsp;</h2>

<p class="has-drop-cap has-text-align-none wp-block-paragraph">While GPUs have been around for a long time, AI has thrust them into the spotlight in a way that, quite literally, <a href="https://www.theverge.com/science/876555/meta-data-center-winter-power-outages-storm-ice">hits close</a> <a href="https://time.com/7308925/elon-musk-memphis-ai-data-center/">to home</a> <a href="https://www.theverge.com/science/841169/ai-data-center-opposition">for many</a> <a href="https://www.latimes.com/california/story/2026-03-27/residents-speak-out-against-proposed-data-center-in-imperial-county">Americans</a>. The US has far more data centers than any other country and has plans to build many more. As tech companies race to expand a new generation of hyperscale data centers for AI, communities are grappling with the prospect of having these hulking warehouses full of servers as their neighbors.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">As an environmental journalist, I sometimes get comments on my stories about whether these data centers or AI models are being unfairly portrayed as the menacing new bogeyman, especially when other industries —&nbsp;like fast fashion, for example — exacerbate climate change and pollute the environment. And as for GPUs, they’re not just found in data centers, but also in consumer electronics. So why single out AI for its sustainability issues?&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Some venture capitalists have blamed AI’s slow consumer uptake on the bad press surrounding its environmental impact. To that, Flick can’t help but chuckle: “Isn’t it nice to have the environment as a scapegoat?”&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">A similar sentiment is bubbling up on social media. Ashley Striblet, who works in product strategy and consumer AI, recently published a <a href="https://www.tiktok.com/@signalsandnoise/video/7617954642302930190?_r=1&amp;_t=ZT-94mEJhFCnDp">video on TikTok</a> pushing back on those VCs for “blaming consumers” for their own failures to invest in products people actually want. Many people understand that fast fashion or consumer technology can be bad for the environment, Striblet says, but they still buy these things because they feel like they’re getting value from the products.</p>

<p class="has-text-align-none wp-block-paragraph">“I think most people know that ordering clothes from Shein or Amazon is not the most environmentally conscious thing to do,” Striblet tells me. “We also know Gen Z at some point were big consumers of these brands that provide really cheap clothing.” The cost savings from buying cheap clothes turns out to be enough of a tradeoff to justify the purchase for many consumers, Flick adds.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">On the other hand, many people just aren’t yet seeing the benefits to their lives that VCs and CEOs are promising with AI, Flick and Striblet each tell me. “It&#8217;s just rubbish what they&#8217;re saying that their technology can do,” Flick says. &#8220;It&#8217;d be nice if we all had personalized butlers or whatever it is. But how do you get from point A to point B? It&#8217;s not with what we&#8217;ve got.”&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">And while the average American has yet to see the kinds of big leaps forward that are being promised, they’re increasingly likely to see the costs of a new AI data center moving next door. For years, hubs for fast fashion or semiconductor manufacturing have been concentrated in Asia. Now, an explosion of data centers springing up in the US is making headlines for <a href="https://www.bloomberg.com/graphics/2025-ai-data-centers-electricity-prices/">raising utility bills</a> and creating more <a href="https://www.latimes.com/california/story/2026-03-23/data-centers-under-scrutiny-by-california-lawmakers-as-fears-rise-about-health-energy-impacts">pollution</a>. It’s not happening in some faraway country, but in the same places where big American tech companies are courting more affluent consumers.&nbsp;&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">To be sure, even in the US, data centers are landing in some places where low-income neighborhoods and communities of color have long had to fight against the environmental injustice of polluters setting up shop at their doorsteps. The NAACP, for example, <a href="https://naacp.org/articles/naacp-sues-xai-illegal-pollution-data-center-power-plant">has sued xAI</a> (now doing business as <a href="https://www.theverge.com/ai-artificial-intelligence/961896/xais-x-account-is-now-spacexai">SpaceXAI</a>) over air pollution from gas generators the company installed on-site to power its massive data centers. (SpaceXAI didn’t respond to emails from <em>The Verge</em>.) The civil rights group had already <a href="https://www.theverge.com/exclusive/770650/data-center-ai-naacp-guiding-principles">warned tech companies to “be on alert” as it helps local groups across the nation mount their campaigns</a>.&nbsp;</p>

<h2 class="wp-block-heading has-text-align-none">Growing globally, impacting locally</h2>

<p class="has-drop-cap has-text-align-none wp-block-paragraph">Shaolei Ren has witnessed the costs communities often pay in the name of progress. He’s a researcher who has broadened the study of data centers’ environmental impact beyond climate change to focus on air pollution and water scarcity near the facilities. Having grown up in a coal-mining region of northern China in the 1980s, Ren remembers keeping the windows shut 24/7 to keep out the black carbon accumulating on the streets outside. And with limited water infrastructure in the province, his family stored water in tanks to ration throughout the day.</p>

<p class="has-text-align-none wp-block-paragraph">Ren, who is now an associate professor of electrical and computer engineering at the University of California, Riverside (UCR), leads research into the impact data centers have on air quality and water resources for nearby communities — costs that are often invisible each time a user enters a query into a chatbot.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Sitting in his office at UCR on a rare gloomy Southern California afternoon just before a rainstorm, Ren tells me he’s optimistic about the benefits AI can ultimately bring, including aiding scientific discovery. But those gains shouldn’t be made at the expense of local communities, he says. The whiteboard behind him is covered with equations scrawled in blue marker for his research exploring how to tweak data center operations in order to use fewer resources and minimize pollution. Ren has a vision of what he calls a “community-integrated data center approach” to prevent these facilities from harming nearby residents. “It’s definitely doable,” he says.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">But for now, that’s not what’s typically happening. More powerful GPUs are demanding ever more energy, creating air pollution and greenhouse gas emissions in the process. Running them around the clock while keeping the hardware from overheating requires lots of water. It all adds up over the lifespan of a GPU, which might only be several years in a data center.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">The energy needed to train a model as large as Meta’s Llama 3.1 can lead to as much air pollution as 10,000 round trips by car between Los Angeles and New York City, Ren and colleagues at UCR and Caltech estimated in a <a href="https://news.ucr.edu/articles/2024/12/09/ais-deadly-air-pollution-toll">2024 preprint study</a>. (Meta declined to comment on the record and instead referred <em>The Verge</em> to its <a href="https://sustainability.atmeta.com/wp-content/uploads/2025/08/Meta_2025-Sustainability-Report_.pdf">sustainability report</a> and <a href="https://datacenters.atmeta.com/environment/">webpage</a> on data centers.) Public health costs associated with growing adoption of AI could reach more than $20 billion by 2028 and 1,300 premature deaths annually from air pollution by 2030, <a href="https://www.caltech.edu/about/news/air-pollution-and-the-public-health-costs-of-ai">the study found</a>.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">AI is quickly surpassing the energy use and climate impact of other applications for GPUs. Gaming used roughly <a href="https://link.springer.com/article/10.1007/s40869-019-00084-2?cjdata=MXxOfDB8WXww&amp;utm_medium=affiliate&amp;utm_source=commission_junction&amp;utm_campaign=CONR_BOOKS_ECOM_GL_PBOK_ALWYS_DEEPLINK&amp;utm_content=textlink&amp;utm_term=PID100095187&amp;CJEVENT=c451e9354c7711f08029005b0a1cb826">34 terawatt-hours (TWh) per year</a> in the US and led to carbon dioxide emissions equivalent to about 5 million cars on the road (about 24 million tons of CO2), according to a comprehensive study published in 2019. Since then, <a href="https://gtg.benabraham.net/how-much-electricity-do-us-gamers-use/">newer consoles have become more energy-intensive</a>, although their climate impact depends a lot on user behavior and how dirty the electricity grid is wherever they’re playing.</p>

<p class="has-text-align-none wp-block-paragraph">For a rough comparison, the energy use of GPU-accelerated AI servers in data centers <a href="https://escholarship.org/uc/item/32d6m0d1">grew from 2TWh in 2017 to more than 40TWh in 2023</a> in the US, according to a 2024 study by the Lawrence Berkeley National Laboratory. Now, with all the hype, AI servers’ annual power consumption could grow to between 165 and 326TWh by 2028, the study predicted. The lower estimate would be roughly equivalent to the <a href="https://www.epa.gov/energy/greenhouse-gas-equivalencies-calculator">energy more than 8.7 million homes in the US might use</a> in a year.</p>

<p class="has-text-align-none wp-block-paragraph">In 2025, AI likely <a href="https://www.theverge.com/climate-change/676528/ai-data-center-energy-forecast-bitcoin-mining">exceeded the power consumption of Bitcoin mining</a>, accounting for nearly half of all the electricity data centers used around the world, according to a study by Alex de Vries-Gao, a PhD candidate at Vrije Universiteit Amsterdam Institute for Environmental Studies. The resulting carbon emissions likely reached between 32.6 million and 79.7 million tons annually, he estimates. For comparison, New York City’s climate pollution reaches around 50 million tons of CO2 annually.</p>

<p class="has-text-align-none wp-block-paragraph">In Southern California, where both Ren and I live and work, massive <a href="https://www.theverge.com/c/23030220/e-commerce-warehouse-boom-california-inland-empire-bloomington">warehouses storing and sorting Americans’ e-commerce orders increasingly define the region</a>. Goods from Asia arrive by ship in the nearby Port of Los Angeles before making their way inland to the “dry ports” made up of Amazon fulfillment centers and similar facilities buzzing with big rigs around the clock.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">The boom in new data centers reminds me of some of the same challenges these warehouses brought. National environmental groups rally around the climate impact of fast fashion and online shopping, while residents mount campaigns over local air pollution. Retirees suddenly see their quiet neighborhoods transformed by blocks of noisy industrial complexes. The <a href="https://thehill.com/policy/healthcare/5755114-data-centers-air-pollution-lung-issues-report/">pollution</a> and <a href="https://www.nbcwashington.com/news/local/northern-virginia/neighbors-raise-concerns-about-noisy-data-center-in-loudoun/4080249/">noise</a> complaints just come from the whirring of generators and cooling systems at data centers rather than truck traffic surrounding warehouses. But data centers raise an added concern, especially in dry regions out west.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Powering AI is an incredibly thirsty business, requiring water for electricity generation and cooling systems at data centers. De Vries-Gao <a href="https://www.sciencedirect.com/science/article/pii/S2666389925002788">estimates</a> that AI could have used between 312.5 billion and 764.6 billion liters of water in 2025, in the range of how much people consume globally in water bottles each year. It could be an even bigger jump in water demand than Ren <a href="https://dl.acm.org/doi/10.1145/3724499">predicted</a> in a 2023 study, when he and his colleagues estimated that water use could climb to as high as 600 billion liters in 2027.</p>

<p class="has-text-align-none wp-block-paragraph">As eye-popping as those numbers can be, looking at an annual total can still be an incomplete picture, Ren asserts. That’s because the amount of water a facility uses is “spikey.” They tend to use the most water for cooling when temperatures rise — a demand spike that can suddenly put a ton of stress on a local water district at a time when the community might also be more prone to drought and water scarcity.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">During water demand peaks, a home might use 1.5 to 2.5 times more water than it typically would. A data center, on the other hand, might use 6 to 10 times as much — with some massive new data center projects potentially needing 30 times more water, Ren says. If these trends continue, US data centers could require up to 1,451 million gallons per day of new peak water capacity through 2030, according to a recent <a href="https://arxiv.org/pdf/2603.02705">preprint paper</a> <a href="https://www.universityofcalifornia.edu/news/data-center-water-spikes-could-cost-billions">Ren coauthored</a>. Meeting that demand would cost as much as $10 billion. Those are difficult costs to swallow for small community water systems that are often underfunded and may struggle to upgrade their infrastructure without additional support.</p>

<p class="has-text-align-none wp-block-paragraph">Even tech companies’ pledges to recycle water at data centers or replenish water sources nearby miss the mark, Ren argues. The public needs more transparency about water usage during peak demand so they can plan ahead. Communities should be able to work with tech companies to build up the infrastructure needed to increase capacity, he says, making sure residents aren’t left with the tab.&nbsp;</p>

<h2 class="wp-block-heading has-text-align-none">From the cradle</h2>

<p class="has-drop-cap has-text-align-none wp-block-paragraph">In order to better understand the environmental impact of GPUs, Sophia Falk, a PhD candidate at Bonn University, David Ekchajzer, a PhD student at the Université Paris-Saclay, and their colleagues have thrown tens of thousands of dollars’ worth of the chips into industrial blenders. They’re still hoping for more donated graphics cards to study what they’re made of and the footprint they have on the planet.</p>

<p class="has-text-align-none wp-block-paragraph">While data centers have been in the spotlight lately, they’re far from the only way GPUs can take an environmental toll. There are the metals and chemicals used to manufacture them, and pollution across the entire supply chain.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">“When we use AI we tend to forget that this has an impact on the real world around us,” Falk says. “This goes beyond carbon [emissions], and it&#8217;s kind of out of sight, out of mind.”&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Falk has <a href="https://arxiv.org/abs/2512.04142">studied</a> the <a href="https://huggingface.co/spaces/sophia-falk/flops-2-footprints">material footprint of the Nvidia A100</a>, 90 percent of which she and her coauthors found to be composed of heavy metals — primarily copper, iron, tin, and nickel — as well as silicon. Copper, a material that conducts electricity well and is widely used in power lines and electronics, makes up the biggest chunk. All the hype around generative AI and the wave of new data centers being built is exacerbating a global <a href="https://press.spglobal.com/2026-01-08-Substantial-Shortfall-in-Copper-Supply-Widens-as-the-Race-for-AI-and-Growing-Defense-Spending-Add-to-Accelerating-Demand,-New-S-P-Global-Study-Finds">shortfall in copper supply</a> (also fueled by the electrification of homes, buildings, and transportation).&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Demand for the material could grow by 24 percent over the next decade, and new mines would have to open twice as fast as they did a decade ago, Wood Mackenzie <a href="https://www.woodmac.com/blogs/the-edge/can-copper-supply-keep-up-with-surging-demand/">estimates</a>. One of the biggest risks with large-scale metal mines, including copper, is <a href="https://earthworks.org/issues/acid-mine-drainage/">acid drainage</a> that can contaminate nearby water sources. Sulfides exposed during the mining process react with water and air to form sulfuric acid.</p>

<p class="has-text-align-none wp-block-paragraph">While a single A100 GPU might require about <a href="https://huggingface.co/spaces/sophia-falk/flops-2-footprints">1.4 kilograms of copper,</a> the impacts multiply when used to train or run a generative AI model. Training GPT-4, for example, could have required between 1,174 and 8,800 A100 GPUs. That much hardware could ultimately mean extracting and eventually dumping up to 7 tons of toxic elements, according to a recent <a href="https://arxiv.org/abs/2512.04142">preprint study</a> by Falk and other researchers.</p>

<p class="has-text-align-none wp-block-paragraph">Falk and Ekchajzer also <a href="https://arxiv.org/abs/2509.00093">coauthored a study</a> along with a group of other researchers assessing the environmental costs of training GPT-4 using Nvidia’s A100 GPU. They considered 16 different environmental impacts training can have — ranging from high-profile issues like data centers’ energy use and carbon emissions to chemicals that escape into the environment from producing and discarding chips. The GPU chip itself dominated 10 categories, with manufacturing accounting for a majority of public health risks posed by toxic chemicals and nearly all of the cancer risk.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Since the very first computer chips were manufactured, they’ve left behind a <a href="https://www.theverge.com/23990525/semiconductor-biden-infrastructure-plan-toxic-chemicals">toxic legacy</a>. It’s why Santa Clara County in the heart of Silicon Valley has more Superfund sites than any other in the US. These are places so polluted by the chemicals used in manufacturing — some of which leaked out of underground storage tanks at chip factories to contaminate drinking water — that the federal government has put them on the National Priorities List for cleanup.&nbsp;</p>

<p class="wp-block-paragraph">Some of the chemicals used in chipmaking <a href="https://www.theverge.com/features/611297/manufacturing-workers-semiconductor-computer-chip-birth-defect">linked to miscarriages among workers</a> were phased out in the US in the 1990s as the harms came to light. Around the same time, chip manufacturing was moving to Asia, where some of the same <a href="https://www.bloomberg.com/news/features/2017-06-15/american-chipmakers-had-a-toxic-problem-so-they-outsourced-it?sref=ExbtjcSG&amp;utm_source=pocket_saves#xj4y7vzkg">health risks showed up decades later</a>. Now, generative AI is driving a rush to develop ever more powerful chips. New semiconductor factories are cropping up as a result, turning growing manufacturing hubs like <a href="https://www.theverge.com/features/825207/semiconductor-chip-manufacturing-new-silicon-valley">Phoenix into the next silicon valley</a>.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">TSMC started <a href="https://www.theverge.com/news/648086/nvidia-blackwell-ai-tsmc-arizona-plant">producing Nvidia’s coveted Blackwell chips</a> at its new factory (called a fab in industry speak) in Arizona last year. The facility rises suddenly from the desert landscape around Phoenix when I drive by in October. It’s still <a href="https://www.axios.com/local/phoenix/2026/01/15/tsmc-phoenix-expansion-accelerated">expanding</a>, flanked by red cranes that loom taller over the construction site and surrounding brush than anything other than power lines that connect it to the rest of the region.</p>

<p class="has-text-align-none wp-block-paragraph">Electricity demand is <a href="https://www.eia.gov/todayinenergy/detail.php?id=65264">climbing</a> in the US after more than a decade of flatlining —&nbsp;not only because of energy-hungry data centers, but also because of a resurgence of domestic manufacturing. In places like the US where fossil fuels still dominate the electricity mix — and where President Donald Trump is on a crusade to <a href="https://www.theverge.com/climate-change/712038/ai-energy-trump-epa-gas-coal-emissions">prop up coal and gas over wind and solar</a> — soaring electricity demand also means more air pollutants and planet-heating emissions.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Globally, the amount of electricity that AI chipmaking consumed jumped 350 percent from 2023 to 2024, according to a <a href="https://www.greenpeace.org/static/planet4-eastasia-stateless/2025/04/5011514f-greenpeace_chipping_point.pdf">report</a> de Vries-Gao coauthored with Greenpeace last year. That resulted in a fourfold rise in carbon pollution,&nbsp;reaching about 453,600 metric tons, <a href="https://www.epa.gov/energy/greenhouse-gas-equivalencies-calculator" data-type="link" data-id="https://www.epa.gov/energy/greenhouse-gas-equivalencies-calculator">more than the annual emissions from a gas-fired power plant</a>. Most of the GPUs are still manufactured in East Asia, where power grids are similarly heavily reliant on fossil fuels.&nbsp;&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">The energy crunch was top of mind at Semicon West, the annual trade conference that was held in the new chip manufacturing hub of Phoenix last October. “Do we have enough energy to go around? My answer is no,” Ajit Manocha, president and CEO of the industry group SEMI that organized the conference, said during his keynote talk at the event. A diagram of “unprecedented obstacles” the industry faces includes two resources crucial to making semiconductors: energy, and per- and polyfluoroalkyl substances (PFAS), also known as “<a href="https://www.theverge.com/the-stepback-newsletter/772845/computer-chips-forever-chemicals">forever chemicals</a>” <a href="https://www.atsdr.cdc.gov/pfas/about/health-effects.html">linked</a> to kidney and testicular cancer and other health risks.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">The risk of forever chemicals escaping from industrial facilities sprouting up to support chip manufacturing in Arizona was a big worry for some of the residents I met there last fall. The prospect of chemicals contaminating already drought-vulnerable water sources in the region only raises the stakes.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">“It’s terrifying,” <a href="https://www.theverge.com/features/825207/semiconductor-chip-manufacturing-new-silicon-valley">Cheryl Orosco tells me in October</a>, chunky turquoise and silver jewelry dangling from her ears and neck. She’s retired and joined neighbors in <a href="https://www.constructiondive.com/news/amkor-semiconductor-arizona-moved/759362/">pushing developers to build a chip packaging plant farther away</a> from homes and schools in their community. “This is our forever home,” she says, placing her hands over her heart.&nbsp;</p>

<h2 class="wp-block-heading has-text-align-none">To the grave&nbsp;</h2>

<p class="has-drop-cap has-text-align-none wp-block-paragraph">De Vries-Gao, who gained notoriety tracking the energy consumption and carbon pollution of crypto mining on the website <a href="https://digiconomist.net/">Digiconomist</a>, thought his work studying the environmental impact of data centers was coming to a close.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">He started the website thinking, “There’s no nutrition label on digital applications,” he says. “There’s real-world impact for sure, but it’s not tangible and I think it’s really important that people are at least informed that, hold up, you know, when you&#8217;re using these applications, there is a cost.” But research by de Vries-Gao and others had already called a lot of attention to energy-hungry data farms used for crypto mining. The largest cryptocurrency after Bitcoin, Ethereum, had already <a href="https://www.theverge.com/2022/9/15/23354619/ethereum-cryptocurrency-merge-energy-electricity-greenhouse-gas-emissions-reduction">switched to a vastly less energy-intensive way of operating</a> — showing that it was possible to slash carbon emissions if crypto networks were willing.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Then as the hype around generative AI grew, his focus shifted. “One thing that crypto mining and AI have in common is the ‘bigger is better’ dynamic,” he says. Data centers for AI posed many similar environmental challenges to crypto mines. But housing more powerful hardware, those risks can be even greater. Whereas specialized chips used for crypto mining perform the same repetitive task — solving puzzles to validate transactions — GPUs used for AI perform far more complex computing.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">One unseen consequence is even more e-waste, including larger and more complex components used in AI data centers. De Vries-Gao’s latest <a href="https://vu.nl/en/news/2026/new-estimate-of-ai-e-waste">study</a>, published in February, estimates that AI servers could create between 0.131 million and 0.225 million tons of e-waste each year by 2030. He says that’s comparable to all the e-waste produced by a country the size of Denmark, Norway, or Austria. It’s also a much more conservative estimate compared to a <a href="https://www.nature.com/articles/s43588-024-00712-6">2024 study by other researchers</a>, which predicted that e-waste from AI could reach between 1.2 million and 5 million tons by the end of the decade.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">De Vries-Gao estimates a smaller amount of waste after factoring in supply chain constrictions, and because he sees the lifespan of a server growing beyond the three years that other researchers have used as a benchmark. But the amount of e-waste he projects will build up as a result of AI is still a lot, he tells me. “The total impact is significant,” he says. “Whether you&#8217;re talking about crypto miners or whether you&#8217;re talking about the big tech companies, they don&#8217;t take responsibility.”</p>

<p class="has-text-align-none wp-block-paragraph"></p>

<p class="has-text-align-none wp-block-paragraph">Only about 22 percent of the 68.3 million tons of e-waste accumulating annually worldwide is collected and recycled, according to the last comprehensive count <a href="https://www.itu.int/en/ITU-D/Environment/Pages/Publications/The-Global-E-waste-Monitor-2024.aspx">published in 2024</a>. That rate is higher, 30 percent, in the Americas, where there are the most data centers. The rest of that e-waste enters the shadowy “informal” sector, often in lower-income countries where waste management facilities are less likely to meet high environmental, health, and safety standards. Sometimes called “backyard recycling,” people — <a href="https://www.who.int/news-room/fact-sheets/detail/electronic-waste-(e-waste)">and potentially child laborers</a> — manually dismantle discarded electronics with little or no personal protective equipment. They might burn or melt devices down to extract raw materials that they can resell. Servers used for large language models hold valuable materials like gold, silver, and platinum, but also toxic materials including lead and the carcinogen chromium. Burning or burying those toxic substances can release harmful pollutants into the air or allow them to seep into groundwater.</p>

<p class="has-text-align-none wp-block-paragraph">Around 58 percent of e-waste coming from AI data centers is generated in North America, where there is a higher formal collection rate. And experts tell me that data center operators often work with subcontractors to toss out old GPUs. But the US has not ratified the Basel Convention that limits the international trade of hazardous wastes, including e-waste. Investigations have found <a href="https://www.theverge.com/2019/12/4/20992240/e-waste-recycling-electronic-basel-convention-crime-total-reclaim-fraud">US recyclers sending e-waste abroad</a>, where it might fall into the black hole of backyard recycling.</p>

<h2 class="wp-block-heading has-text-align-none">Gaming out the way forward&nbsp;</h2>

<p class="has-drop-cap has-text-align-none wp-block-paragraph">Some of the researchers I talked to for this story say they also encounter questions about the need to focus on the environmental impact of AI when data centers globally only made up <a href="https://www.iea.org/reports/energy-and-ai/energy-demand-from-ai">1.5 percent</a> of global electricity consumption in 2024.</p>

<p class="has-text-align-none wp-block-paragraph">“Of course on a global scale, it&#8217;s not that much,” Falk says. But it’s important to scrutinize AI, she says, because of “the exponential growth in energy consumption of data centers,” especially in comparison to other sectors.</p>

<p class="has-text-align-none wp-block-paragraph">Ekchajzer points to the ways in which AI is also changing the environmental footprints of other industries. “For instance, if we want to electrify the transport system, now it is being jeopardized by the fact that we are using additional electricity for AI rather than for transport,” he says. The environmental consultancy Hubblo, which Ekchajzer cofounded, recently launched a new <a href="https://data.hubblo.org/gpu">online tool</a> that compares the environmental impacts of different graphics cards, starting with nine different Nvidia designs.</p>

<p class="has-text-align-none wp-block-paragraph">The question to ask with generative AI, as with other emerging technologies, is whether it’s providing benefits that outweigh the costs to society. “Generative AI is totally one of those classic solutions looking for a problem,” says Flick, the ethics and games technology professor. That mentality feeds the risky hype cycle of companies pushing for any way to justify and continue scaling up the investments they’ve made in the technology.</p>

<p class="has-text-align-none wp-block-paragraph">“The way we kind of pull this back a little bit is to say, ‘Okay, well, what is usable from this and how can we scope it back down again so that it&#8217;s going to be worth the [societal] cost?’” she says.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Using a GPU longer before throwing it out, dismantling and reassembling an obsolete graphics card so it can be downcycled for other uses, and similar waste-cutting measures could reduce e-waste from generative AI <a href="https://www.nature.com/articles/s43588-024-00712-6">by up to 86 percent</a>, according to the 2024 study.</p>

<p class="has-text-align-none wp-block-paragraph">Tech companies can also design chips and AI models to be more energy-efficient. Nvidia points out in an email to <em>The Verge</em> that its Blackwell Ultra is <a href="https://blogs.nvidia.com/blog/data-blackwell-ultra-performance-lower-cost-agentic-ai/">50 times</a> more efficient than its previous Hopper GPU architecture, and that the company has <a href="https://developer.nvidia.com/blog/scaling-token-factory-revenue-and-ai-efficiency-by-maximizing-performance-per-watt/">improved inference throughput per megawatt by 1,000,000x</a> over the past six architecture generations.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">“If the average fuel efficiency of a car had improved as swiftly as chips over a similar time period, one gallon of gas would suffice for a trip to the moon and back,” Nvidia head of sustainability Josh Parker says in the email.</p>

<p class="has-text-align-none wp-block-paragraph">But increased efficiency can become a double-edged sword that incentivizes companies to burn through even more resources overall. That’s where it gets important to challenge the “bigger is better” mentality within the tech industry, some of the researchers I spoke with say.</p>

<p class="has-text-align-none wp-block-paragraph">An AI model might double in size just to achieve a 2 percent gain in capability — is that worth the added environmental toll, Falk posits during our Zoom call. “I have a question of sufficiency, that we should say like, ‘OK, that&#8217;s enough, the model is good enough.’ Where do we stop?” Falk says.&nbsp;&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Microsoft is building out a <a href="https://news.microsoft.com/source/features/ai/from-wisconsin-to-atlanta-microsoft-connects-datacenters-to-build-its-first-ai-superfactory/">network of new AI data centers it’s calling Fairwater sites</a>, each able to scale to “hundreds of thousands of NVIDIA Blackwell GPUs.” The company declined to comment on the record for this story, instead pointing to blogs it’s published on Microsoft’s research into techniques like using <a href="https://www.theverge.com/science/876083/microsoft-ai-data-center-superconductor">superconducting materials</a> and <a href="https://www.theverge.com/report/785992/ai-chip-cooling-microsoft-microfluidic-energy-efficiency">liquid cooling</a> to make data centers more energy-efficient.</p>

<p class="has-text-align-none wp-block-paragraph">Environmental groups want more accountability. Since other companies manufacture the chips Nvidia designs, Greenpeace East Asia is pushing Nvidia to <a href="https://www.greenpeace.org/eastasia/press/68641/greenpeace-to-nvidia-an-ai-industrial-revolution-cannot-be-powered-by-19th-century-energy/">clean up its supply chain</a> by investing in more renewable energy capacity where they operate. And it doesn’t discriminate between GPUs made for AI or gaming or any other purpose. The organization and other local groups have called attention to the health and environmental impacts semiconductor manufacturing has had in Taiwan and Korea for years.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">All of the hype around AI is just bringing the issue to the forefront. “The whole AI boom accelerates and intensifies this kind of phenomenon in East Asia,” says Katrin Wu, Greenpeace East Asia&#8217;s supply chain project lead.<strong>&nbsp;</strong></p>

<p class="has-text-align-none wp-block-paragraph">And even though the GPU is the “backbone” of that boom, she says, and Nvidia has a market cap of $4 trillion, the chip designer doesn&#8217;t get the same pushback that more consumer-facing companies like Microsoft or Google might have over their environmental footprint. “Somehow they can avoid the public and social scrutiny,” she says, adding, “We’re not, like, completely against AI development.” Greenpeace just wants it to happen more sustainably.</p>

<p class="has-text-align-none wp-block-paragraph">TSMC, which makes chips for Nvidia, points to investments it’s made in <a href="https://www.tsmc.com/static/abouttsmcaz/index.htm#section_sustain">renewable energy, water reclamation, and waste reduction</a> in an email to <em>The Verge</em>. In Arizona, for example, TSMC is building an industrial water reclamation plant at its manufacturing site “to achieve near-zero liquid discharge, substantially reducing dependence on local water sources,” according to TSMC deputy spokesperson Nina Kao.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Intel, which is also expanding its fabs in Arizona to produce powerful GPUs for AI, points to <a href="https://csrreportbuilder.intel.com/pdfbuilder/pdfs/CSR-2024-25-Full-Report.pdf">commitments</a> the company has made to achieve zero waste to landfill, replenish more water than it uses, and match electricity use with renewable energy in an email to <em>The Verge</em>. “We believe that corporate responsibility and innovation go hand in hand. This belief has guided our work for decades – from setting ambitious sustainability aspirations to embedding responsible practices across our global operations, supply chain, and product design,” Madison West, head of sustainability at Intel, said in the email.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">Sure, environmental concerns don’t often influence consumers’ purchases. And much of the pushback against AI stems from other moral quandaries. But consumers can play a role in advocating for more accountability from tech companies. Some game developers have already <a href="https://www.theverge.com/entertainment/848368/gen-ai-video-games-2025">faced fierce criticism</a> over their use of generative AI, albeit largely over the prospect of AI replacing people’s jobs and artistry. “What do we do when we make games? It&#8217;s a human story that we tell, right?” Flick says. “Games are very powerful tools for narrative and telling stories, and shaping how people think about things.”</p>

<p class="has-text-align-none wp-block-paragraph">A 2024 <a href="https://climatecommunication.yale.edu/publications/video-gamers-article/">study</a> in the US found that gamers were more likely to want to take collective action on climate change than people who don’t play video games. Marina Psaros, one of the authors of the study, wasn’t exactly surprised. After all, gaming isn’t a passive form of entertainment, she says.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">“You&#8217;re actually directly responsible for the experience that you have with that game. Often, that&#8217;s the joy of it, is that you&#8217;re driving the narrative and you&#8217;re discovering how to do new things,” Psaros says. In that way, games — and the GPUs powering them — offer people a way to envision a different, better world.&nbsp;</p>

<p class="has-text-align-none wp-block-paragraph">“That&#8217;s one that I think is exciting,” she says. “[It’s] the opportunity for us to be able to use the imagination and the visualization aspect of games to think about how we want our communities to function differently.”</p>

<p class="has-text-align-none wp-block-paragraph">And when it comes to facing the issues that hold up consumer adoption of AI, “really the ideal solution for this is to actually just directly address and be empathetic to consumers&#8217; concerns,” says Striblet. “So that you&#8217;re able to actually develop the solutions.”</p>
